 Primary Goal
 Intro: Groups don't get to define their own issues - squeezed out of the political process. Because  of this groups convene in civil society to discuss those issues which matter most to them and act  politically about them. e.g. town hall meetings where citizens discuss issues and how to resolve  them. Corporations and Churches operate this way also.
 Challenge: People do not care about individual Agency
 Use BC to facilitate this kind of gathering
     1. Generate a vision for CUNY
     2. The summit as an assembly in civil society
 Make the distinction between establishing rights and improving the community.
