David Bloomfield, J.D.

Professor and Program Head
Educational Leadership
David C. Bloomfield is Associate Professor of Educational
Leadership at Brooklyn College. Professor Bloomfield specializes
in education law, school district management and technology,
school reform, and legislative matters.
Formerly General Counsel to the New York City Board of Education,
Bloomfield also served as General Counsel/Senior Education
Advisor to the Manhattan Borough President and as Executive
Director for public education programs at the New York City
Partnership. He is the author of ground-breaking charter
school, parent rights, and school governance legislation.
New York Newsday called his "Children's First"
school reform plan "the single most substantial improvement
in the governance of this city in decades." Bloomfield's
achievements in instruction, principal's professional development,
administration, and policymaking have resulted in numerous
awards, including entry in Who's Who in America, Who's Who
in the World, Who's Who in American Law, and Who's Who in
American Education. He is the author of numerous articles
on school law, strategic planning and management, school
improvement, technology, and finance and is a frequent commentator
on education policy issues in print and electronic media.
A licensed teacher, principal, and superintendent, Bloomfield
was previously on the faculty of Teachers College, Columbia
University. Earlier in his career, he was an elementary
and secondary school teacher and Faculty Chair, earning
an African-American Institute Fellowship for his work in
curriculum development. Bloomfield served as law clerk to
Hon. Robert L. Carter, U.S. District Judge (S.D.N.Y.) and
was a litigator at the Washington law firm of Hogan &
Hartson and at the New York City Law Department.
Professor
Bloomfield received his law degree from Columbia University,
where he was a Harlan Fiske Stone Scholar and received the
first Paul Robeson Prize for Minority Legal Studies. He
also holds a B.A. with Honors from Brandeis University and
a Masters in Public Affairs from Princeton University, where
he was a Princeton University Fellow.
