Pauline Frances Bynoe has been an educator in Central
Brooklyn for more than twenty-five years, particularly attending to children with special
need, teacher preparation, and issues of cultural and linguistic diversity. She has
advocated, organized and implemented initiatives at the local, state and national level
through roles that includes classroom teacher, educational evaluator and teacher training
specialist. Over the years, she has forged collaborative training programs between the
local school districts, higher education institutions, and community based organizations
that included a five-year federally funded demonstration grant to prepare culturally and
linguistically diverse teachers for urban school settings.
Dr. Bynoe earned a doctorate at Teachers College, Columbia
University, then became one of the first five post-doctoral Fellows at the Center on
Minority Research in Special Education (COMRISE) - University of Virginia, followed by a
supported scholar appointment. Her contribution to educational policies and practices
include advisory roles for governmental and non-governmental agencies such as The New York
State Regents Subcommittee on Special Education Issues in New York City, One Hundred Black
Men Inc., National Institute for Urban School Improvement, and New York State Higher
Education Task Force on Inclusion. She is the appointed International Desk Manager:
Curriculum and Instruction in Special Education for Children of the African Diaspora,
Council for Exceptional Children, and served as the Chairperson of The Diversity Affairs
Subcommittee at the 2002 Council for Exception Children International Convention.
